For improving the business environment, by a Decree of the President of the Republic of Kazakhstan of 27 February 2014 No. 757, a moratorium was imposed on the inspections of businesses by the state authorities in Kazakhstan.
According to the Decree, starting from April 2, 2014 and until January 1, 2015, the state authorities are prohibited from inspecting small and medium businesses , except for enterprises operating in the area of nuclear power, radioactive materials, circulation of poisons, weapons, such as military equipment and certain types of arm, explosives and pyrotechnic products. Pursuant to the Decree, state inspections may be conducted only based upon application from a business entity for inspection of its activities or in case of a cross-inspection as well as to prevent or eliminate any actions that threaten the constitutional system, the national security, the law, or the public order in Kazakhstan.
Planned state inspections of business entities in Kazakhstan will be cancelled since 1 January 2015. Thereafter, a new system of state inspections will be introduced. This system is expected to be based on risk assessment and liability insurance by business entities.
Thus, Kazakhstan on a step-by-step basis is reducing state inspections of business entities thereby establishing a favorable business environment.
