UIF Announces Next Application Deadline for Investment Projects

The Ukraine Investment Framework’s (UIF) next application deadline is 10 October 2025, 18:00 Brussels time through the official platform.

Eligibility criteria are quite simple, in particular:

  • Applicant or a leader of applicant consortium must be a company incorporated and operating in Ukraine or the EU / EEA, with a valid registration number as a VAT payer and in the EU Transparency Register 
  • The investment must be made within the territory of Ukraine
  • Participants can be private enterprises, joint ventures or a consortium of companies.

The project must cover one of the identified priority sectors of the economy and be aligned with public sector investments in:

  • Energy:
    Build renewable energy systems and upgrade infrastructure
  • Critical Materials:
    Process minerals essential for tech and clean energy industries
  • Manufacturing:
    Modernize industrial production to enhance competitiveness
  • Construction:
    Support reconstruction through materials, design, and construction services
  • Digital Technology:
    Strengthen IT infrastructure to drive innovation and efficiency
  • Transport:
    Rebuild and modernize logistics networks

Background information

The Ukraine Facility Regulation established the Ukraine Investment Framework (UIF) to support Ukraine's reconstruction, modernization, and growth. The UIF provides EUR 7.8 billion in guarantees and EUR 1.5 billion in grants, technical assistance, and financial instruments, aiming to mobilize approximately EUR 40 billion in total public and private investments for Ukraine.

UIF totals EUR 9.3 bn, consisting of EUR 7.8 bn in guarantees and EUR 1.5 bn in grant funding; in 2024, The European Commission has provided EUR 5.7 billion in guarantees and grants under the Ukraine Investment Framework that is expected to mobilize EUR 18 billion total for recovery and modernization of the private sector:
(i) 2024 Recovery Conference: EUR 1.4 billion EU support leveraging EUR 6+ billion in investments;
(ii) March 2025: EUR 2 billion EIB guarantee for public investments,
(iii) 2025 Recovery Conference: EUR 2.3 billion EU funding mobilizing EUR 10+ billion in investments.
