Serhiy Lakhno is a Counsel of International Trade Practice, expert in Antitrust and Competition Law.
Serhiy Lakhno has more than 15-year experience in the field of trade law of the World Trade Organization (WTO), preferential trade agreements, application of trade remedy measures (anti-dumping, safeguard, countervailing) aimed at protection of domestic market and interests of the companies in foreign markets, issues of foreign trade regulation, harmonization of Ukrainian legislation with the WTO and EU requirements. He participated in trade investigations against Ukrainian products in the EU, Canada, USA, Brazil, Eurasian Economic Union markets, as well as in investigations to protect the domestic market of Ukraine from unfair imports.

From 2016 until 2017, Serhiy Lakhno worked in the Antimonopoly Committee of Ukraine, where he practiced application of economic analysis instruments in investigations on violation of the law on protection of economic competition, was involved in development of effective control and monitoring system to provide state aid to the economic entities as well as oversaw cooperation with international organizations (EBRD, World Bank, UNCTAD) and technical assistance projects (USAID-FTC, EC-Twinning). In addition, he developed and implemented a plan of introduction of OECD recommendations related to improving competition law and its enforcement in Ukraine, drafted methodological documents for the enforcement practice of the Committee.
From 2006 until 2016, working with Interpipe, Serhiy Lakhno protected interests of the company in the trade remedies investigations in domestic and foreign markets, dealt with regulatory and customs issues related to its foreign trade activities, analyzed terms of access to the new export markets and developed offers to enter them, identified and developed possible ways to overcome trade barriers both in domestic and foreign markets including technical ones, quantitative restrictions, legal issues.
Working in the Ministry of Economy of Ukraine from 1999 until 2005 on various positions and in 2006 as an advisor to the Minister, Serhiy Lakhno was engaged in formation of the negotiating position and commitments of Ukraine on WTO membership, development of conditions for state support, export-import regime, access to the markets of goods and services, the issues of bringing the state policy in the field of subsidizing industry, services markets, activities of free economic zones, issues of agricultural products rules of trade and state support in line with the WTO requirements, took part in negotiations with the WTO member countries.
Serhiy Lakhno also developed and taught for many years “Trade Policy and Commercial Diplomacy” program at the Kyiv National Economic University.
Membership and professional appointment:
In 2016 and 2017, he was nominated as a panelist in the European Rounds of European Law Students Association (ELSA Moot Court).
He was the coordinator and co-author of the study on the economic implications of the EU enlargement for Ukraine that was commissioned by the UN Commission on Economic Cooperation in Europe.
He is the author of a number of articles on reforming foreign trade regime of Ukraine in order to bring it in line with WTO rules.
