Sergey Lakhno is a head of international trade practice at INTEGRITES, expert in antitrust and competition, international trade.
Sergey Lakhno has more than 20-year experience in the field of trade law of the World Trade Organization (WTO), preferential trade agreements, application of trade remedy measures (anti-dumping, safeguard, countervailing) aimed at protection of domestic market and interests of the companies in foreign markets, issues of foreign trade regulation, harmonization of Ukrainian legislation with the WTO and EU requirements. He participated in trade investigations against Ukrainian products in the EU, Canada, USA, Brazil, Eurasian Economic Union markets, as well as in investigations to protect the domestic market of Ukraine from unfair imports both from domestic producers and importers and from foreign producers and exporters.

From 2016 until 2017, Sergey Lakhno worked in the Antimonopoly Committee of Ukraine. He focused on the application of economic analysis instruments in investigations on violation of the law on the protection of economic competition. He was also involved in the development of effective control and monitoring systems to provide state aid to the economic entities and cooperation with international organizations (the EBRD, the World Bank, UNCTAD) and technical assistance projects (USAID-FTC, EC-Twinning). In addition, he developed and implemented a plan of introduction of OECD recommendations related to improving competition law and its enforcement in Ukraine, drafted methodological documents for the enforcement practice of the Committee.
From 2006 until 2016, working with Interpipe, a global producer of steel pipes and railway products, Sergey Lakhno protected interests of the company in the trade remedies investigations in domestic and foreign markets. He also dealt with regulatory and customs issues related to its foreign trade activities, analyzed terms of access to the new export markets and developed offers to enter them, identified and developed possible ways to overcome trade barriers both in domestic and foreign markets including technical ones, quantitative restrictions, legal issues.
Working in the Ministry of Economy of Ukraine from 1999 until 2005 on various positions and in 2006 as an advisor to the Minister, Sergey Lakhno was engaged in developing the negotiating position and commitments of Ukraine on WTO membership. In particular, he was involved in developing conditions for state support, export-import regime, access to the goods and services markets. He dealt with issues of bringing the state policy in the field of subsidizing industry, services markets, activities of free economic zones, issues of agricultural product rules of trade and state support in line with the WTO requirements, took part in negotiations with the WTO member countries.
Sergey Lakhno also developed a “Trade Policy and Commercial Diplomacy” program and delivered lectures at the Kyiv National Economic University. He is the author of numerous articles on trade-restrictive investigations and reforming the foreign trade regime of Ukraine in order to bring it in line with WTO rules.
