Oleksandr Onishchenko spoke at ACC Round Table “Aviation Industry Development: Current Status, Challenges, Perspectives”

Oleksandr Onishchenko, Partner and Head of Domestic Litigation, delivered a presentation “Payments to the State Specialized Fund for the Financing of National Expenditures on Aviation Activities: Legal Uncertainty” during the Round Table “Aviation Industry Development: Current Status, Challenges, Perspectives”, held by the American Chamber of Commerce in Ukraine.

During his speech, he spoke about aviation fees to the State Specialized Fund and noted that aviation charges are not set by law, as laid down in the Constitution and international treaties. Oleksandr also mentioned that Courts cancel calculation for aviation charges, thus separate provisions of the Government’s decision are ineffective and analyzed relevant cases regarding aviation charges.

Participants, including representatives from the Ministry of Infrastructure, State Aviation Service, and European Bank for Reconstruction and Development, looked closer at the current status of the aviation industry and discussed possible ways of resolving its problematic issues in order to improve country’s investment climate.
