Partner of the Banking and Finance practice at INTEGRITES Dr. Oleh Zahnitko spoke at an online round table “The future of the energy storage systems in Ukraine” which took place on March 2, 2023. The event was hosted by the European-Ukrainian Energy Agency.

Aimed at discussing the ways to bring the safety supply of power in Ukraine, the event also featured EPC contractor of the BESS and hybrid power plants as well as the operator of the pioneer BESS in Enerhodar, Zaporizka oblast. Three prominent experts in the area worked on the following agenda:

  • the forming laws on ES
  • models for operation of BESS in the Integrated Power System of Ukraine based on trends in the more developed markets
  • lessons learnt when installing and operating batteries in Ukraine.

Dr. Zahnitko provided reflections on the ES regulatory package in 2022-2023 to date, including his notes as a member of working group for two statutory acts. He weighed advantages and the restraints of the primary and secondary legislation, giving his forecast on the development of bilateral contracts for ES, e.g., when the spare capacity would be available outside the ancillary services market.

Dr. Oleh Zahnitko: “BESS have, undoubtedly, clear market opportunities in Ukraine, which is amazing not only despite nine years of the war, but also in comparison with some of the EU member states. However attractive financial model is, it remains subject to political risks from the lawmakers, that remain spontaneous and the regulator, which do not have clear investment strategy in the industry for the next 3-5 years.”
