Sanctions imposed during January-September 2024

Since the beginning of 2024, the President of Ukraine has issued nine decrees on the application (amendment) of personal sanctions against 661 legal entities and 657 individuals.

Ukrainian State Registry of Sanctions

On 29 January 2024, the President enacted Regulation on the State Registry of Sanctions (Registry of Sanctions) which launched its operation (Decree No. 36/2024 of 29 January 2024).

This Regulation establishes the procedure for maintaining and accessing the Registry of Sanctions, as well as the procedure for providing information from it. By searching the Registry of Sanctions, a user can obtain information on the status, validity of sanctions, types of restrictions applied and identification data of persons to whom these sanctions have been applied.

The Registry of Sanctions was created to provide free public access to up-to-date and reliable information on persons subject to sanctions. The web portal also offers additional services, such as generating extracts from the Registry of Sanctions and integrating data through an API service, which allows for automated retrieval of information on sanctioned persons.

War & Sanctions Portal

Until March 2024, the War & Sanctions Portal contained a number of pre-sanctions lists, such as the list of “International Sponsors of War”, and persons who are candidates for sanctions etc.

On 22 March 2024, the list of “International Sponsors of War” was closed. All information from this section was transferred to the Interdepartmental Working Group on Implementation of the State Sanctions Policy.

On 3 June 2024, the Defence Intelligence of Ukraine relaunched the War & Sanctions Portal. The updated web portal details sponsors and accomplices of aggression and now contains several new and expanded sections, inter alia.

Most of the sections are currently being processed and prepared for opening, but users can already become acquainted with the information that is available. In particular, the collected data on foreign components used in the aggressor's weapons, their manufacturers, as well as foreign equipment involved in the production of these weapons are publicly available. In addition, one can view the list of persons involved in the deportation of Ukrainian children to Belarus and the Russian Federation.

New Researches from the Yermak-McFaul Sanctions Group

During January – September 2024 the International Working Group on Russian Sanctions that provides expertise and experience to governments and companies around the world by assisting with the formulation of sanctions proposals that will increase the cost to Russia of invading Ukraine and that will support democratic Ukraine in the defence of its territorial integrity and national sovereignty, has presented five new researches:

Forfeiture of assets of sanctioned persons to Ukraine

One of the Ukrainian sanctions imposed by the High Anti-Corruption Court on sanctioned persons is the forfeiture of assets for the benefit of the state. Since January 2024 the High Anti-Corruption Court has registered 22 claims for forfeiture of assets to Ukraine, of which 16 have been fully or partially granted and six are still pending before the court.
