The Norwegian Agency for Development Cooperation (Norad) has announced a call for grant proposals under the "Nansen Support Programme for Ukraine," with a total budget of NOK 100 million* aimed at fostering entrepreneurship and value creation in Ukraine.
There is no fixed deadline for applications; however, the funds are expected to be allocated during 2025 and 2026.
Priority consideration is given to the following sectors:
Funding will be granted neither for projects related to weapons or other military means, narcotics, alcohol or tobacco products, nor for marketing and promotional activities, additional administrative costs, nor purchase of the main investment object.
Preference will be given to applications with a grant component exceeding NOK 5 million (≈ EUR 440,000).
The size of the grant will depend on the overall size of the main project, the nature of the investments to be funded, the applicant’s financial standing relative to the project budget, and the applicable caps on remuneration. The more the applicant is willing to contribute with its own funds, the higher the chances of securing the grant.
The following entities are eligible to apply for grants for projects in Ukraine:
Joint applications – for example, those involving Ukrainian and Norwegian partners - will be given preference.
Applicants must have had an annual turnover of at least NOK 25 million (≈ EUR 2.2 million) from commercial activities in at least one of the past three financial years, or a market capitalization of at least NOK 50 million (≈ EUR 4.4 million).
